The "hand basin toilet" system which you describe complies with the requirement of the Water Act 2000 that all wastewater in a sewered area be discharged to sewer.

Their use and installation would need to be done in accordance with the plumbing and drainage requirements of the Standard Sewerage Law 1998 and Standard Water Supply Law 1998 (subordinate legislation to the Sewerage & Water Supply Act 1949) [later this year these provisions will be covered by the Plumbing and Drainage Act 2002]....
